A coalition of Maryland law enforcement and prosecutors is lobbying hard to keep rolling papers illegal and civil forfeiture in marijuana cases, according to Erin Cox at the Baltimore Sun.
Forfeiture is big money for local police. Most people don’t have the time or money to fight the state when cops take their money, so it goes to the police instead.
Last year, Governor Larry Hogan vetoed a bill which would have decriminalized rolling papers and other paraphernalia. Whether lawmakers are any more successful this year, stay tuned.
